Commodity Jurisdiction Analyst III

- THIS POSITION REQUIRES AN ACTIVE US GOVERNMENT SECURITY CLEARANCE -

POSITION BACKGROUND:

The Commodity Jurisdiction Analyst III position supports the Department of State, Bureau of Political-Military Affairs, Directorate of Defense Controls (DDTC). The DDTC works to ensure commercial exports of defense articles and defense services align with U.S. requirements and advance U.S. national security and foreign policy objectives. The Commodity Jurisdiction Analyst Level III is a senior level position and will support the review of commodities to include articles, technical information, and services to determine whether they should be included on the United States Munitions List (USML) and controlled by the International Traffic in Arms Regulation (ITAR) or on the Commerce Control List and controlled by the Export Administration Regulations (EAR).

MAJOR DUTIES AND RESPONSIBILITIES:

• Participate in the drafting, reviewing, and editing of Notices of Inquiry, Proposed, and Final Rules in collaboration with Regulatory and Multilateral Affairs division.
• Review capabilities of novel and current technologies for inclusion or addition to the United States Munitions List.
• Identify areas for improvement in the ITAR, the Commodity Jurisdiction Determination Form (DS-4076), and USXPORTS;
• Prepare solutions for review by legal and management and add solutions to the DDTC web site.
• Maintain the process and performs analysis for Regulatory Review Letters.
• Review and draft text for General Correspondence that incorporate questions concerning the jurisdiction of commodities.
• Provide Emerging Technology analysis and develop related written products for review by management, DTCC CFIUS, and L/PM, as necessary.
• Present State Department positions that pertain to regulatory framework and jurisdictional issues to both foreign and domestic industry experts, subject matter experts, and governmental entities to audiences of at least 150.

MINIMUM EXPERIENCE/QUALIFICATIONS

• Active Secret Security Clearance
• Bachelor’s Degree (or higher) in an engineering, scientific or information technology.
• Experience in a regulatory or based policy role.
• Good written and verbal communication skills and presentation skills. The candidate should be prepared to provide writing samples.
• Good organizational skills including the ability to manage multiple projects consistent with established timeframes.
• Good ability to synthesize information and develop recommendations for management based on an analysis of the information.
• Good judgment and ability to work with minimal supervision.
• Good interpersonal skills and ability to resolve disputes in a timely and professional manner.
• Working knowledge of Microsoft Office Suite programs and be able to operate all office equipment including but not limited to: telephones, copy machines, fax machines, scanners, printers, and computers.
• May be required to travel within Domestic and/or International.

• Abide by all State Department, Procurement Information Bulletins (PIB) related to third-party contractor services
