Job Summary

This position will lead the State's new boat wrap product stewardship program as well as elements of the State's new packaging extended producer responsibility (EPR) program, alongside a diverse team of staff who specialize in product stewardship, compliance and enforcement, and communications. This position will:
  • Oversee implementation of a program aiming to reduce the amount of boat wrap disposed statewide and increase more sustainable management of the material through reuse and recycling strategies
  • Coordinate with the boat wrap product stewardship organization (SO) and packaging producer responsibility organization (PRO)
  • Coordinate with local units of government and other external partners
  • Ensure assistance is provided to businesses, business associations, local units of government, citizens, and other partners
  • Oversee the development, maintenance, and use of program materials and databases containing program information
  • Represent the MPCA in state and national product stewardship efforts and conversations
  • Ensure program compliance by manufacturers, brand owners, sellers, collectors, reuse entities, recyclers and other regulated parties and
  • Prepare and distribute information, research and legislative reports as necessary.

Qualifications

Minimum Qualifications

Two years advanced professional experience in an environmental or sustainability focused program (regulatory or assistance). Advanced professional experience includes a demonstrated progressive level of responsibility and leadership experience, as well as experience working with environmental programs. (Advanced professional-level experience is equivalent to Planner Senior State, Environmental Specialist 3, State Program Administrator Senior or equivalent level work).

Experience developing and administering programs from initiation through conclusion.

Experience leading a variety of teams and projects to successful outcomes.

Knowledge of sustainable materials management and pollution prevention strategies with the ability to implement them.

Experience in communicating information with broad audiences.

Preferred Qualifications

Knowledge of:
  • Local, state and federal environmental laws, regulations and policies.
  • Extended producer responsibility and product stewardship policies and programs.
Experience in:
  • Building strong relationships and a network of private and public sector partners for collaboration on a project or program.
  • Project and program management.
  • Conducting SMM or integrated solid waste management studies.
  • Interpreting, implementing and/or developing policy and regulations.
  • Communicating complex information to government entities, industry and the public through direct outreach, campaigns, presentations, and/or written materials.
  • Government contracting processes and contract management.
  • Data analysis and data management experience sufficient to identify and report information that is critical to program issues and decision-making.
  • Prioritizing equity and environmental justice considerations into program implementation.
Physical Requirements

Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small equipment.

Additional Requirements

Position duties may require travel but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver's license checked prior to operating a state vehicle.
